HIP148: reshaping rewards across the mobile network

HIP148 went live on November 10, reallocating the 20% mobile mapping rewards on Helium Mobile. Mapping incentives were removed, with the 20% split to: 10% to service provider reward pools and 10% to the data transfer pool for coverage deployers. Mapping contributors will no longer receive crypto rewards, while hotspot owners may see a slight uptick due to redistribution.
